At the Tokyo Marathon 2014 on the 23rd, many runners sprinted energetically past Palaceside Building.

From the start at Tokyo Metropolitan Government Building No. 1 in Shinjuku, Takebashi is 7–8 km—so 10K runners pass too. Runners appeared from around 9:30, soon a mass; peak likely 10:00–10:30. The view from the west elevator tower roof (~50 m) was spectacular (a bit scary!) (photos upper left, lower right).
Two snowy weekends in a row
but this time cloudy, little wind—decent marathon weather. ~36,000 citizen runners crossed central Tokyo; 96% finished; roadside crowds hit 1.13 million per organizers.
Portable toilets were set up near the Meteorological Agency, slightly southeast of Palaceside—

quite a queue formed (photo upper left).
At B1 running station "Run Pit," NHK-FM's "Run Beat!!—Winter Special" broadcast live nationwide

with 1992 Barcelona silver and 1996 Atlanta bronze medalist Yuko Arimori and model Karen Michikawa (marathon/triathlon experience) as guests. Mainichi's Feb 24 Tokyo morning edition (photo right) reported they answered listeners mid nationwide running events; Arimori advised on nutrition, hydration and stretch fixes for cramps, plus running music—for 2 hours 50 minutes.
