Palaceside Building's tenant joint fire/disaster council held a comprehensive fire drill on October 31—ahead of the autumn national fire-prevention campaign (November 9–15).

 At 2:30 p.m., assuming "an earthquake of upper 5 intensity," a fire started on the 5th floor east side; initial extinguishing failed and spread; evacuation advisories broadcast building-wide as offices and shops from basement to 9th floor evacuated via emergency stairs while the building fire brigade practiced resc
