The Palaceside Building’s “national-flag decoration” (organized by The Mainichi Newspapers), marking 1,000 days to Tokyo 2020 on October 28, finished work on the morning of the 27th, ahead of the official start on the 28th, and all flags of the 206 IOC member countries and territories were flying. From the 26th, 51 more were added — the west half of the third floor and a row on the second.
Today’s photos are from the opposite angle. The upper-left corner of the picture is Greece, birthplace of the Olympics. Below it is Afghanistan; the rest run vertically in alphabetical order — the order of the opening-ceremony march. The rear is host Japan; in the photo above that is lower right, but street trees hide it.
So the photo at the end is from yesterday (the 26th), the same angle as the photo posted on the 24th, with the Hinomaru clearly visible at lower right.

The main steps went as follows.
The flags stay up through November 5.
In the atrium of the central concourse on the first floor and first basement, an “Olympic news-photo exhibition” will also run from October 28 through November 11. About 50 works will be shown, including the large photo “Even Bolt was astonished,” which won the 2017 Japan Newspaper Publishers & Editors Association Award.
